Article 11.2000. COVERING OF VEHICLES USING LANDFILL  

(a)

All vehicles or trailers hauling waste or refuse to the municipal landfill shall be enclosed or provided with a tarpaulin, net or other means to properly secure the load to prevent the escape of materials by blowing or spilling.

(b)

For any person or operator not securing the load of the respective vehicle or trailer, there shall be assessed an additional surcharge equivalent to one-half times the applicable or equivalent permit fee. Payment of surcharge shall be made in advance to the city prior to the disposal of any waste or refuse at the municipal landfill.
