Article 11.200. DIRECTOR OF WATER AND WASTEWATER UTILITIES  


The water and wastewater utilities shall be under the control and supervision of the director of water and wastewater utilities, who shall be appointed by the city manager and receive his authority and direction from the city manager. The water and wastewater director shall be responsible for the proper treatment and testing of water and wastewater in a timely manner as required by all federal, state and/or local laws, ordinances, policies, procedures and directives. The director shall be responsible for the proper certification, training and placement of assigned personnel under his control. He shall provide for the proper maintenance of all systems under his control and establish an ongoing preventive maintenance and capital improvements program for water and wastewater facilities. The water and wastewater director shall maintain the certification required by the state and keep the city manager advised as to any changes affecting the city's approved water supply rating or wastewater facilities' effectiveness for compliance with rated effluent allowances in accordance with the current operating permits. The director shall continually recommend for additions, deletions, repairs, replacement and renovation of the water and wastewater facilities. He shall perform such other related duties as required by the city manager and make such reports to the city manager as required in a timely manner.
