§ 1.607. Department and Agency Functions

  • (a)

    Police Department. The police department and the chief of police shall:

    (1)

    Be responsible for police services within the city, including law enforcement, traffic control and protection of life and property.

    (2)

    Provide communications center and services for the city.

    (3)

    Perform intelligence assignments.

    (4)

    The police chief will, during any disaster emergency, act as a staff advisor to the EMC and be under his supervision.

    (5)

    Act as liaison between military groups and the city's civil defense program.

    (6)

    Act as reception committee for incoming military units.

    (7)

    Designate reception sites and field command post locations.

    (8)

    Ensure training of police personnel.

    (9)

    Supervise animal control personnel.

    (10)

    Develop and maintain a standard operating procedure for the above functions.

    (b)

    Fire Protection and Rescue. The fire protection and rescue department and the fire chief/fire marshal shall:

    (1)

    Be responsible for use of the fire department's personnel, volunteers and equipment to control all types of fires.

    (2)

    Conduct rescue operations with the assistance of other agencies such as the Red Cross and military units.

    (3)

    Assist the police department in warning the public in case of emergency and in setting up field command posts.

    (4)

    Upon receipt of warning, sound city sirens and notify industry.

    (5)

    Assist in radiological monitoring.

    (6)

    Assist in decontamination.

    (7)

    Prepare standard operating procedures for the above functions.

    (c)

    Street Department. The street department and the street superintendent shall:

    (1)

    Coordinate, restore and maintain streets, roads and storm drains including removal of debris.

    (2)

    Coordinate with police on barricading disaster areas; set up and remove barricades.

    (3)

    Coordinate with city health department for spraying operations and removal of dead animals/mass burials.

    (4)

    Coordinate traffic control with police department.

    (5)

    Report damages to EOC.

    (6)

    Prepare standard operating procedures for the above functions.

    (d)

    Water and Sewer Department. The water and sewer department and the director of water and wastewater utilities shall:

    (1)

    Coordinate, maintain and restore water and wastewater systems and facilities.

    (2)

    Prepare for and prevent water contamination.

    (3)

    Assist in decontamination.

    (4)

    Report damages to EOC.

    (5)

    Prepare standard operating procedures for the above functions.

    (e)

    Public Works and Sanitation. The public works and sanitation department and the public works director shall:

    (1)

    Maintain and restore solid waste service.

    (2)

    Remove trees and shrubbery which have been uprooted.

    (3)

    Provide vehicles and drivers as requested by the CEC.

    (4)

    Report damages to EOC.

    (5)

    Prepare standard operating procedures for the above functions.

    (f)

    Electric department. The electric department and the utility service supervisor shall:

    (1)

    Insure that all private utility companies' emergency plans support the emergency operations plan.

    (2)

    Insure that private utilities place a representative in the EOC with necessary radio communications to dispatch and coordinate disaster operations.

    (3)

    Coordinate restoration of service to essential facilities such as hospitals, police and fire stations, nursing homes, EOC, etc., on a priority basis as conditions require.

    (4)

    Report damages to EOC.

    (5)

    Prepare standard operating procedures for the above functions.

    (g)

    Health and Medical. The health and medical department and the city health officer shall:

    (1)

    Be responsible for the protection of the population through emergency health and medical measures utilizing all available resources in the city.

    (2)

    Coordinate medical help to affected areas; provide medical care of all injured and those needing emergency treatment and direct first-aid operations.

    (3)

    Coordinate with city health department and other agencies to prevent the spread of sickness and disease.

    (4)

    Instruct other operating departments regarding medical measures.

    (5)

    Advise officials on health and medical problems.
