§ 1.1903. Purpose and Effect

The statements of purpose and principles contained in this Division 1 are for guidance only. They are not intended to create binding obligations, to serve as a basis for disciplinary action, or to create any private cause of action. The rules of ethical conduct contained in Division 3 below, are intended not only to serve as a guide for official conduct, but also as a basis for discipline of city officials who do not abide by them.
